The Iron Guard of Rowaklia

TITLE I - General Principles

ARTICLE 1 - The Rowaklian State
(1) Rowaklia is a sovereign, independent, federal and indivisible National State.
(2) The form of government of the Rowaklian State is a Semi-Autocracy.
(3) Rowaklia is a semi-autocrat and social state, governed by the rule of law and The Father, in which human dignity, the citizens' rights and freedoms, the free development of human personality (except special cases), justice, political pluralism and The Father represent supreme values, in the spirit of the liberal-conservatism traditions of the Rowaklian people and the ideals of the Union of The Old Kingdoms, and shall be guaranteed.
(4) The State shall be organized based on the principle of the separation and balance of powers -legislative, executive, and judicial - within the framework of constitutional Semi-Autocracy.
(5) In Rowaklia, the observance of the Constitution, its supremacy and the laws shall be mandatory.

ARTICLE 2 - Sovereignty
(1) The national sovereignty shall reside within the Rowaklia people, that shall exercise it by means of their representative bodies, resulting from free, periodical and fair elections, as well as by referendums that are not against The Father.
(2) No group or person may exercise sovereignty in one's own name.

ARTICLE 3 - Territory
(1) The territory of Rowaklia is inalienable.
(2) The frontiers of the country are sanctioned by an organic law, with the observance of the principles and other generally recognized regulations of international law.
(3) The territory is organized administratively into communes, towns, counties, regional city, state, federal and the main national city. Some towns are declared federal capitals, according to the provisions of the law.
(4) No foreign populations may be displaced or colonized on the territory of the Rowaklian State.

ARTICLE 4 - Unity of the people and equality among citizens
(1) The State foundation is laid on the unity of the Rowaklian people, the solidarity of its citizens and The Father.
(2) Rowaklia is the common and indivisible homeland of all its citizens, without any discrimination on account of race, nationality, ethnic origin, language, religion, sex, opinion, property or social origin.

ARTICLE 5 -  Citizenship
(1) Rowaklian citizenship can be acquired, retained or lost as provided by the organic law or The Father.
(2) Romanian citizenship cannot be withdrawn if acquired by birth, except in cases of acts against the Rowaklian nation.

ARTICLE 6 - Right to identity
(1) The State recognizes and guarantees the right of persons belonging to national minorities to the preservation, development and expression of their ethnic, cultural, linguistic and religious identity.
(2) The protection measures taken by the Rowaklian State for the preservation, development and expression of identity of the persons belonging to national minorities shall conform to the principles of equality and non-discrimination in relation to the other Rowaklian citizens.

ARTICLE 7 - Rowaklians living abroad
(1) The State shall support the strengthening of links with the Rowaklians living abroad and shall act accordingly for the preservation, development and expression of their ethnic, cultural, linguistic and religious identity, with the observance of the legislation of the State whose citizens they are.

ARTICLE 8 - Pluralism and political parties
(1) Pluralism in the Rowaklian society is a condition and guarantee of constitutional Semi-Autocracy.
(2) Political parties shall be constituted and shall pursue their activities in accordance with the law. They contribute to the definition and expression of the political will of the citizens, while observing national sovereignty, territorial integrity, the legal order and the principles of democracy.

ARTICLE 9 - Trade unions, employers' associations, and vocational associations
(1)Trade unions, employers' associations, and vocational associations shall be established and shall carry out their activity according to their statutes, according to the law. They shall contribute to the protection of rights and the promotion of their members' vocational, economic, and social interests.

ARTICLE 10 - International relations
Rowaklia fosters and develops peaceful relations with all the states, and, in this context, good neighborly relations, based on the principles and other generally recognized provisions of international law.

ARTICLE 11 - International law and national law
(1) The Rowaklian State pledges to fulfill as such and in good faith its obligations as deriving from the treaties it is a party to.
(2) Treaties ratified by The Father, according to the law, are part of national law.
(3) If a treaty Rowaklia is to become a party to comprises provisions contrary to the Constitution, its ratification shall only take place after the revision of the Constitution.

ARTICLE 12 - National symbols
(1) The flag of Rowaklia is tricolor; the colors are arranged vertically in the following order from the flag-pole: blue, yellow, red. It includes the old kingdom's seal and the democratic symbol.
(2) The National Day of Rowaklia is the 1st of December.
(3) The national anthem of Rowaklia is "Truth and hope is our fatherland".
(4) The country's coat of arms and the State's seal shall be established by organic laws.

ARTICLE 13 - Official language
In Rowaklia, the official language is Rowaklian, Slavan, Grkkn and Tikis.

ARTICLE 14 - Capital
The Capital of Rowaklia is the Federal City of Port City.

TITLE II - Fundamental rights, freedoms and duties

ARTICLE 15 - Universality
(1) All citizens enjoy the rights and freedoms granted to them by the Constitution and other laws, and have the duties laid down thereby.
(2) The law shall only act for the future, except for the more favorable criminal or administrative law.

ARTICLE 16 - Equality of rights
(1) Citizens are equal before the law and public authorities, without any privilege or discrimination.
(2) No citizen is above the law except The Father, in conformity with the national constitution.
(3) Access to public, civil, or military positions or dignities may be granted, according to the law, to persons whose citizenship is Rowaklian and whose domicile is in Rowaklia. The Rowaklian State shall guarantee equal opportunities for men and women to occupy such positions and dignities.
(4) After Rowaklians accession to the New Warsaw Pact, the Pact's citizens who comply with the requirements of the organic law have the right to elect and be elected to the local public administration bodies.

ARTICLE 17 - Rowaklian citizens while abroad
(1)Rowaklian citizens while abroad shall enjoy the protection of the Rowaklian State and shall be bound to fulfill their duties, with the exception of those incompatible with their absence from the country.

TITLE III- The Constitutional Court

ARTICLE 18 - Structure, Appointment and Functionality
(1) The Constitutional Court shall be the guarantor for the supremacy of the Constitution.
(2) The Constitutional Court consists of nine judges, appointed by The Magistrate for a term of office of nine years, that cannot be prolonged or renewed.
(3) The judges of the Constitutional Court shall elect, by secret vote, the president thereof, for a term of office of three years.
(4) The Constitutional Court shall be renewed by one third of its judges every three years, in accordance with the provisions of the Court's organic law.

TITLE IV The Father

ARTICLE 19 - Role, Structure, Appointment
(1) The Father institution is supreme. Any laws or referendums voted by the parliament or by the supreme court are null if directed towers The Father.
(2) The Father has the right to repel any law or referendums that are being voted or established on the national territory.
(3) The Father has the obligation to take into account the laws, referendums, council opinion, parliament opinion and the people.
(4) The Father and the rest of the administrative powers of the state shall collaborate for the well being of the country and of the people.
(5) The Father is appointed by succession. If one of the successor is more capable or intelligent, then he will succeed in becoming The Father.
